US Taxes for US É«»¨ÌÃs

For US expats who have a residence permit, and are paying income tax in Portugal, do they still need to pay US Federal and State taxes the same way as if they were residing in the US?  Can they take advantage of the US-Portugal tax treaty to avoid double taxation?  This is going to be much more of an issue with the NHR being discontinued.

Yes. The double taxation agreement applies. You will only pay US taxes on the balance owed to the US (if any) above what you paid in Portugal.
