Moving my service dog

I am new here, considering moving to Uruguay from California in the next year or so.

Can a small service dog fly in the cabin with me as I move? In US he can, regardless of how many other animals are on the plane--because he's not a pet, but a certified service dog.

And are service dogs recognized in any way in Uruguay?
