Legally, she can't. Umrah visas limits commute to Mecca, Medina (and Jeddah).

From the Saudi Airlines website :::

Umrah visa holders should enter and depart from King Khalid International Airport in Riyadh, King Abdulaziz International Airport in Jeddah, Prince Mohammed Bin Abdulaziz Airport in Madinah or Prince Abdulmohsin Bin Abdulaziz Airport in Yanbu only without passing through other Saudi airports.

Umrah visa holders enter and depart from King Khalid International Airport in Riyadh, should have confirmed tickets for the whole itinerary (international and domestic flights) via Jeddah or Madinah and the Minimum connecting time for domestic flights shouldn’t be less than (4-6 hours). In addition, they should be at the airport 4 hours prior to departure of the international flight that has a connected domestic flight.
