Live in bahrain- working in KSA : Visa, license & Golden VISA

Hi,


I am an Indian expat working in bahrain. I am on family visa status.

I am exploring job in KSA which will allow me to stay in bahrain and commute via causeway.

I have a few questions for which i need your support.

1. The KSA employer will give me Iqama. Their Bahrain office will give RP & work permit for me and my family so we stay in Bahrain.  In this case, I will have a KSA employer and a Bahraini employer. Who pays for the salary?
2. I own a car with Bahrain number plate & have a valid Bahraini driving license. After i get Saudi Iqama, can i use the same car and my Bahraini driving license in KSA?
3. What are the pros & cons of keeping the Bahraini driving license vs getting a new KSA license? Can I rent a KSA number car using Bahraini license?
4. Iqama - what documents do i need to get Saudi Iqama? How long it takes to get the Iqama?
5. As per Saudi labour laws, what is the indemnity [end of service benefits] and notice period?
6. Golden VISA- If me and my family get the Golden Visa in Bahrain, can me and my family just stay in Bahrain without any employment i.e. with no work permit but a 10 year Golden Visa residency ………and work in KSA?

1) That's up to your employer ie which country they pay salary in. My guess would be KSA.

3) You can't rent a car on Bahraini license when you have an iqama. Pros are that Bahrain car won't get fines from cameras. That's basically it
4) Ask your sponsor to advise. But it's basically attested degrees, birth certificates etc.  Process varies based on efficiency of your employer. A few weeks to a month
5) Notice period as per contract. For benefits Google ministry of labor. It's detailed on their website
6) Yes but you will need iqama for Saudi. Golden visa has no bearing on that.

@XTang Hi Xtnag.....the situation has changed slightly.

My potential Saudi employer says he can give me and my family KSA iqamas.  ----- You & your family will be provided with Saudi Iqamas as your employment contract is a Saudi contract. Nevertheless, the company will facilitate and obtain exist reentry visas for your family (the employee will shoulder the cost).---

Questions-

1- I have a Golden Visa and will apply for the family. Will this be sufficient to stay in bahrain without any wok permit?

2- If without Golden Visa, how to stay in bahrain with Saudi Iqamas? Is there a way? Can you suggest options?

I responded and then I realized that your question indicates that you are confused between what a work permit and residence visa is....... And by definition, what is a sponsor and an employer. 

Will write back on this after a little while.

To keep it simple (and intentionally leaving out some technicalities):

Work permit:  Allows you to work in a country and forms the basis for you to apply for a residence permit (in order to actually live there).  Work permit does not mean a residence permit automatically e.g. a regulatory body like LMRA or MOHRE in Saudi gives you a work permit but immigration can refuse your residence visa despite work permit being initially valid when the application for residence was submitted.  This permit is provided by "Employer".
Residence visa:  Allows you to live in the country.  This right to stay is provided by the "Sponsor" (But not to work.  That requires a work permit.  Sponsor and employer can be the same and indeed, are, for the vast majority of people in Bahrain).

The confusion is that in the GCC, a long time ago, there were no labor regulatory bodies and thus, the visa was issued by immigration directly.  And as a result, employer/sponsor was considered the same thing in the popular mindset (and especially since at that time, no one could actually live here without having a job for which employer/sponsor was the same thing).  Then with the falling oil prices and the resulting push behind the localisation of jobs, these bodies e.g. LMRA/MOHRE etc. were set up or completely revamped in remit.  They took over the work permit side and the right to stay was given over to immigration - which is the way it should be.

Today, if you look at your visa in Bahrain or rather, the CPR card read, it has two rows of information at the bottom.  One for employer and the other for sponsor.   For Golden visa holders who are working in Bahrain, the sponsor will show as themselves while the employer will be the company they are working for.  What is the advantage?  in a normal work visa (sponsor / employer is the same), if you get fired, the employer would cancel your work permit and the fact that he is also the sponsor, means that the cancellation is for BOTH work permit & residence thus making you have to leave the country as well.  On a golden visa, all he can cancel is the work permit but not your right to stay.   So you can always get a new work permit from another company.     This is the same principle as the Saudi premium residency and the UAE Golden visa.

This is slightly different for a self sponsorship visa.  While, a SS visa holder will also have the same two rows (and in the sponsor field, it will be the visa holder himself) but the employer row is deactivated as this type of visa does not allow you to work by design irrespective of any application for a work permit (though I know of some exceptions but never mind).  But the biggest advantage of a SS visa is no days of stay requirement (Golden visa is 90 days stay in Bahrain in a year) so theoretically, you can choose to live anywhere else in the world on a SS visa and keep Bahrain property/visa as a Plan B.  You cannot do that with a Golden visa.

Now, coming to your question.  Yes, you can live in Bahrain on a golden visa.   And if in the future, you want to work in Bahrain, you can ask an employer to give you a work permit - not needed if you just want to live here, and not work.   

Coming to Saudi, it is slightly different than Bahrain as both work permit and Iqama are handled in separate applications (and fees).  My advice is to forget about Saudi Iqamas for the family because:

1) YOU will pay 400 SAR per dependent per month for that privilege. It is paid in advance at the time of Iqama issuance or renewal.  So 400*3 (wife and 2 kids)*12
2) Exit re-entry for family members is not a multiple ERE and they will have to return every 6 months to reissue that.  Plus Iqamas in Saudi are also only for one year

A much easier alternative is to keep your family in Bahrain on a golden visa and ask the Saudi company to cover healthcare insurance costs and provide schooling benefits for the family in Bahrain.  It's not an extra cost for them but keep in mind that most companies won't do this.

This has been covered many times on the forums - use search next time.  The below is what you need if you want to use your Iqamas - 6 month renewable RP, doesn't come with CPR Card (only a number or paper CPR) which can allow you to live in Bahrain and enroll in schools but no bank accounts etc.



Other options for full RP and CPR are:


1) Get a job / work permit

2) Set up a company and have it sponsor you for investor / dependent visas

3) Buy property and get visas through that route (Self sponsorship or Golden visa)

4) Golden visa for if your salary is above 4000 BD in Saudi () - see retired (not residing in Bahrain)..........it does not need you to be retired but you shouldn't be residing in Bahrain. People working in Saudi have been using it to get Golden visa here

@XTang On the fourth option (golden Visa), I tried online application as a Retiree. However, there is a mandatory document called "retirement certificate". how do we manage that? Any suggestions?

Strange as in that category, it asks you about current employer and salary as a first step.


Did you choose non-resident and then category retiree?


Try uploading employment certificate from current employer outside Bahrain.

Bahrain doesn't stamp passports of residents anymore at the causeway.  This has been happening since last year or so.  Saudi still stamps.  Booklet is being used but for Saudi, it depends on their mood - they sometimes still persist in stamping passport.

No.  A few people working in Saudi have applied and gotten it.   The confusion is the way they have structured it.   I would suggest to attach employment certificate under retirement stating that you are working outside of Saudi.   Make sure that you choose the right category.

1) If I come to Bahrain on golden residence visa.. and my CPR will be issued on golden residence visa??

2) and if I want to work then I need work permit LMRA job offer????

3) I can renew my CPR myself without sponser company involvement?

4) For golden residence visa category CPR is valid for 10 years or 5 years??

5) Under golden residence visa cateogry employer issues 1 year contract with the employe or employe  has right to leave the job anytime and join other employer instantly??

For other people who keep on asking; do not even bother to apply for a talented person golden visa UNLESS you have a Phd and have published internationally.

I think that instead of copy pasting from a sales pitch on a website, you might want to put your own comments. All what you pasted does NOT work in the way it is listed.


Visa convenience?  no, you have to apply for a 6 month renewable permit each time. You don't get a CPR even.


Driving license flexibility? no. You use the license of Saudi. You can't convert to a Bahrain license without a proper RP.


Golden visa? only if you qualify e.g. property, income etc.  Working somewhere and living elsewhere doesn't do that.


Also commuting between the countries is NOT hassle free. Handle the causeway everyday for extended periods of time and you will know what I mean.

You can try again.  Immigration will never tell you the reason for rejection.

That link is not for you anyway. You are looking for what is called a paper cpr.  I have detailed the process dozens of times. Search for paper cpr in the search field. And yes everyone needs an iqama to apply for it. It's basically a renewable 6 month visa that allows you to stay in Bahrain.


You can also go to npra website and see under visa/residence permit service something called "foreign employees of gcc companies".  See under both visas and residence permit.
