Residency application after arrival with tourist visa?

Is it possible (or legal) to arrive in Portugal from outside the EU on a tourist visa and then - from inside Portugal - apply for another visa leading to residency while staying in Portugal during the process? I know a number of countries where this is completely impossible (Australia and New Zealand), but does it work in Portugal?

With the new government, this is only possible for Portuguese-speaking countries (CPLP). For all other countries that require a visa (outside the EU), they must apply for a visa at the Portuguese consulates in their countries of residence, i.e. a tourist visa is only for tourism.

It does have different options and varieties,  you need to consult an attorney before you come to tell you all the possible options.

With the new law, you'll need an employment contract applied at a Portuguese consulate in your home country.


Tourism visa + "Manifestação de interesse" method is no longer valid for non portuguese speaking countries.

So it was possible for everybody from outside the EU until the 04/06/2024 and from that day onward it is not possible unless one is from a CPLP countries or an EU citizen.


When acquaintances told me that with a simple tourist visa in hands one could arrive in Portugal, start a visa process and start a relatively normal life (rent a house, work remotely, pay no taxes, ...) I was surprised and confused. Thanks for JohnnyPT to clarify the situation.

Rent a house, work remotely, pay no taxes ?? It's not like you say. But under the previous government, you could apply to SEF for a residence permit ONLY if you found a job in Portugal. This usually worked for unskilled labourers in agriculture and tourism. With this new government, the open door policy has been put to an end... you'll need an employment contract applied at a Portuguese consulate in your home country.

@JohnnyPT Maybe it wasn't like I was told. But it sounded too good to be true.


Overall I think that it isn't a problem if people come to a foreign country and live in Portugal without expecting handouts from the government. As long as one isn't a resident one cannot pay taxes. That isn't the fault of the immigrant.


Well, the new legislation will change things.

Without a visa, an australian citizen can stay for up to 3 months out of every 180 days. Otherwise, a visa is required to stay longer.
