Hmm, it is a grave mistake your partner did. The way they identify you paid the contribution fee, is by matching the payment reference in their banking system. One suggestion is to make another payment with correct reference (exactly as they mention in their website). The old payment, he can get a refund as the embassy is suggesting. To start with, if the file is in Brussels and you can track it on Dofi's website, they will not process the file until that is cleared.

Like aneesh suggested, the best thing is to pay another with the correct details.

First send them an email, and they will reply to you on what to do.

I presume they will make the refund.

And also I hear some spouses of Belgian residence dont pay the fee, this is confusing.

But dont trust any, cases are different. just send an email to the immigration department.
