Retiring to Panama without a pension or SS

My brother is looking to move down to Panama to retire. He has money to live nicely but never worked for a large company with a pension nor enough SS. How do people move down to Panama without these prerequisites we鈥檙e reading about?

i moved there with an life anuity from my company , i resigned as president and ceo , had bank statement showing my fist check deposited and my second check to deposi in panama bank . had it all" apozolozed " uspelit" it in houston ,, they accepted it .
