My first recommendation would have been VCB but, apparently, that doesn't work. The only other thing I can think of is Western Union. I understand that would be the expensive way to go but it may be the only way unless he knows someone he can trust in America.

A friend of mine that's been here for years got a EIB check mailed to here late last year. He closed his US bank account when he moved over here a long time ago so he can't send it back there for deposit. The VCB that he has a account with won't touch it either. The US Consulate won't cash it, of course. Anybody got any ideas? Greatly appreciate any help on this.

I would guess that a good source of information might be somebody you trust at a local gold shop.

I'm NOT suggesting doing any illegal transactions through them (of course not!)

Just saying, if anyone knows how to turn it into cash it would be one of those places.

Never even thought of Western Union. I know they can/will cash gov't cheques in the west, but can they cash a foreign gov't cheque in VN? If so, I assume they would pay out in VND.

it just occurred to me too that with modern banking apps some people can deposit a check into their account by scanning it, both sides, including any endorsement.

I don't think that process is normally used for third-party checks, but if there were a connection with someone who had the ability to deposit to their stateside account and then withdraw from an ATM after the check clears, that could be a way, as long as everybody trusted each other.
