For 10 million a month I would steer clear as thats too low unless your employer is providing housing and transport for free.

The cost of living here is less than 10 mil a month but I would look at Numbeo.com as its useful.

Who is offering you this?

Luke has the bit about location right.
If you'll be stationed in a small town, you'll be quite well off, but the cities will see you struggling.
Either way, assuming you're suitably qualified, it's well below average.
